Gender Equality, TIger Woods and Domestic Violence

The theory is, Tiger cheated, Elin (his wife and mother of his 2 children) found out and she scratched him and beat him with his golf clubs.
Theory aside- If a male spouse was hit by his female spouse and needed medical attention but did not want to press charges, is it fair or “good” for the police to arrest the female spouse suspected of abuse anyway? What about the fact that since these new strict gender equality on domestic violence laws have been passed in various states, female arrests on domestic violence are now at 20%?
