Many petitions circulated by non-profits to collect signatures to send to elected officials certainly are for the purpose you describe. Petitions, including change.org petitions, that demand something of a company, however, are often much more successful. For example, a Change.org petition contributed to Verizon’s decision to change its policies to stop charging victims of domestic violence contract cancellation fees, since their abusers can track their calls if they have a shared plan. Obviously the fact that bad PR might be worse for the bottom line than making some exceptions likely contributed to this decision. In cases like this, petitions, as well as boycotts, can actually change the behavior of corporations, which is very important in our current system.
