    I remember reading something awhile ago about rape on campuses, and it sort of pointed at the same problem (self-interest in putting out a good image). I don’t remember if this was a solution proposed in that article if I picked it up from elsewhere, but it may be the sort of issue that necessitates bringing in police who are independent of the school to enforce the law. Granted, the strength of this solution is limited by the quality of law enforcement, but that limitation is a whole other problem.
